Tasks and structure

The activities of the Chamber of Deputies in relation to the prerogatives governed by the provisions of the Treaty on European Union (TEU) and of the Treaty on the functioning of the European Union (TFEU), in particular Protocol No. 1 (Articles 3 and 10) and Protocol No. 2 (Article 7), within the scrutiny of draft legislative acts and draft non-legislative acts of the European Union, are laid down in Law No. 373/2013 on the cooperation between the Parliament and the Government in the field of European affairs (published in the Official Journal of Romania, Part I, No. 820 of 21st December 2013) and Regulation of the Chamber of Deputies – Chapter III - on parliamentary scrutiny of the decision-making process at EU level (republished in the Official Gazette of Romania, Part I, no. 338 of 27 April 2020).

Draft legislative and non-legislative acts of the European Union are examined in standing committees and the plenary adopts the final documents.

In accordance with the mentioned legislation and the Regulation on the organisation and the functioning of the services of the Chamber of Deputies, adopted by Decision of the Permanent Bureau, the Directorate for the European Union shall support all activities through the following compartments within its structure:

  1. The Bureau for Parliamentary Scrutiny in the area of European affairs;
  2. The Centre for European databases and IPEX.

    The main responsibilities of the Directorate are the following:
  • to advise in supporting the activities carried out under the procedures laid down in Law No 373/2013 on cooperation between the Parliament and the Government in the area of European affairs, the Rules of Procedure of the Chamber of Deputies and the decisions of the Chamber of Deputies, carried out under the provisions of the Treaties of the European Union and the Romanian Constitution;
  • to deliver public information on European Union policies and legislation;
  • to manage databases of documents relating to European Union policies and legislation;
  • to ensure, in coordination and cooperation with the Directorate-General for Foreign Affairs and Protocol, the necessary documents for the delegations of the Chamber of Deputies participating in interparliamentary meetings which have on the agenda items relating to European Union policies and initiatives;
  • to ensure, in coordination with the standing committees and with the Directorate-General for Foreign Affairs and Protocol, the secretariat for delegations of the Chamber of Deputies participating in interparliamentary meetings which have on the agenda items relating to European Union policies and initiatives;
  • to organise preparatory courses in the field of European Union policies and legislation for staff working in and participating in the services of the Chamber of Deputies with tasks related to the EU.
